Washington, D.C. – House Foreign Affairs Committee Lead Republican Michael McCaul reacts to yesterday’s House passage of multiple Foreign Affairs Committee-led bills. 

H.R. 6089, Stop Iranian Drones Act: Clarifies that U.S. sanctions on Iran’s conventional weapons program under CAATSA include the supply, sale, or transfer to or from Iran of unmanned combat aerial vehicles. The legislation also states that it is U.S. policy to prevent Iran and Iranian-aligned terrorist and militia groups from acquiring unmanned aerial vehicles (UAVs) that can be used in attacks against the United States or our partners. It was led by Rep. McCaul (R-TX) and co-sponsored by Chairman Gregory Meeks (D-NY), Rep. Joe Wilson (R-SC), and Rep. Ted Deutch (D-FL).

“The people of the Middle East, including Americans living there, cannot live in freedom, stability, or prosperity under assault by Iran’s drones. With this bill, we are ensuring the world knows that the U.S. will use every tool to cut off Iran’s UAV supplies and to punish those who continue to supply Iran with UAVs and parts despite their destructive impact.”

H.R. 4693, Global Malnutrition Prevention and Treatment Act: Authorizes USAID to advance targeted interventions to prevent and treat malnutrition around the world, ensure a continued focus on multi-sectoral nutrition programs, and require robust monitoring of these interventions to ensure effective use of taxpayer dollars. It was led by Rep. McCaul (R-TX) and co-sponsored by Chairman Meeks (D-NY), Rep. Young Kim (R-CA), and Rep. Chrissy Houlahan (D-PA). 

“The world is facing unprecedented levels of food insecurity because of Putin’s brutal and unprovoked invasion of Ukraine and the continued impacts of the COVID-19 pandemic. We must do everything we can to advance life-saving nutrition programs and combat rising malnutrition. Support for these low-cost and effective interventions means an investment in the health, development, and productivity of the next generation of children around the world.”

H.R. 4133, Caribbean Basin Security Initiative Authorization Act: Expands our Caribbean partners’ ability to target illicit actors and improves local law enforcement’s ability to intercept narcotics trafficking. It also strengthens local criminal justice institutions and supports critical natural disaster response efforts. It was led by Rep. Adriano Espaillat and co-sponsored by Rep. McCaul (R-TX), Chairman Meeks (D-NY), Rep. Mark Green (R-TN), and Albio Sires (D-NJ). 

“Narcotics trafficking and illicit money from the Caribbean continues fueling America’s drug crisis and is destabilizing the Western Hemisphere.”

H.R. 7314, The Assessing Xi’s Interference and Subversion (AXIS) Act: Requires the State Department to submit a public report on the full scope of the Chinese Communist Party’s (CCP) support of Putin’s invasion, including sanctions violations, disinformation, and the sale of controlled technology. It was introduced by Rep. Andy Barr (R-KY) and co-sponsored by Rep. McCaul (R-TX). 

“The Chinese Communist Party has proven it is not willing or capable of acting as a constructive partner in Russia’s unprovoked attack on Ukraine. Rather, they are complicit. I commend Congressman Barr for introducing this important legislation that will help inform the American people of the extent of this unholy alliance.”

H.Res. 336, Calling on the Government of the Russian Federation to provide evidence or to release United States citizen Paul Whelan: Introduced by Rep. Haley Stevens (D-NY) and co-sponsored by Rep. McCaul (R-TX). 

“I am thrilled that Trevor Reed is home with his family after being wrongfully detained by the Kremlin for 985 days. However, there are still more innocent Americans in Russia being exploited by the Putin regime as political pawns. I am grateful the House passed this important resolution to show the Whelan family the U.S. Congress will continue to work tirelessly until Paul is freed too.”
