Washington, DC – On Thursday, Commerce Secretary Gina Raimondo will testify before the House Appropriations Subcommittee on Commerce, Justice and Science. Ahead of this hearing, House Foreign Affairs Committee Lead Republican Michael McCaul has released the following statement outlining his concerns over incomplete implementation of the Export Control Reform Act of 2018 by Commerce’s Bureau of Industry and Security (BIS). On Friday, BIS submitted its report to Congress on Emerging and Foundational Technology controls, which included very little new information or ideas for confronting one of our biggest challenges in dealing with the Chinese Communist Party.

“One of the biggest challenges in our competition with the Chinese Communist Party is over access to critical technology and its supply chains. Yet our efforts to identify and control these emerging and foundational technologies is woefully insufficient and risk turning into a hollow exercise. It’s time for President Biden’s policies on the People’s Republic of China to match his strong rhetoric – and that starts by nominating an Under Secretary and Assistant Secretary at BIS who has real national security experience, deep knowledge of the CCP, and will not be conflicted by deep ties to industry to fully implement this legal requirement. I urge Secretary Raimondo to use Thursday’s Appropriations hearing to address these issues and outline the administration’s strategy.”
