Washington, D.C. – House Foreign Affairs Committee Lead Republican Michael McCaul released the following statement in response to the Department of Commerce, Bureau of Industry and Security (BIS) decision to issue a final rule to address the ongoing threats to U.S. national security and foreign policy interests presented by the People’s Republic of China’s efforts to develop and deploy biotechnology and other technologies for military applications and human rights abuses. This includes designating HMN Tech and multiple other submarine cable companies on the BIS Entity List. 

“While I commend BIS’s decision to issue this final rule to counter CCP efforts in several technologies, like biotech and submarine cable, I’m concerned about inaction by this administration. No update to the SMIC licensing policy is a major mistake. We cannot let the interests of one industry segment result in the Chinese military being able to make its own semiconductors. There is still work to be done.”
